Senate Bill 35 makes communities vulnerable | Ross Eric Gibson, Local History

Senate Bill 35 takes authority over Santa Cruz development away from City Government and California Environmental Quality Act review, giving it instead to private developers. The proposed apartments at 831 Water Street seem to be a test case, initially denied by the Santa Cruz City Council in a 6-1 vote on Oct. 12, for not meeting local requirements for affordable units to be integrated within the structure instead of segregated, that special permission is needed to build within 20-feet of a 30% slope; plus plans for stormwater management, traffic, and noise studies.
